Since this app isn't from the Play Store, your phone checks with you before installing it. If prompted, tap Settings, turn on Allow from this source, then try again. If Google Play Protect shows a warning, tap More details, then Install anyway.

About the install warning
This is expected and safe. Billing Suite isn't distributed through the Play Store, which is why Android shows a caution prompt by default for apps installed this way. Allowing the install from Settings, or choosing "Install anyway" on the Play Protect warning, lets it proceed normally.
